Latin American Parliamentarians Launch Joint Declaration at COP30 on Just Transition

Within the framework of the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30), parliamentarians from Latin America and the Caribbean presented the 'Joint Declaration of the Parliaments of Latin America and the Caribbean,' a call for a more just, inclusive, and sustainable climate future. The document is the result of the II Parliamentary Summit on Climate Change and Just Transition, organized by the Parliamentary Observatory on Climate Change and Just Transition (OPCC), an initiative of ECLAC with the support of Open Society Foundations, and co-organized by the Chamber of Deputies and the Federal Senate of Brazil, alongside the CIPÓ Platform. In this context, the OPCC and PARLATINO reaffirm the essential role of parliaments in translating global goals into concrete public policies that respond to the needs of the peoples and ensure a more just climate future. This press release is based on information provided by the Parliamentary Observatory on Climate Change and Just Transition (OPCC). Latin American and Caribbean parliamentarians also highlight the Parliamentary Alliance for Climate Action and Just Transition (APACTJ), promoted by PARLATINO, as a concrete contribution to strengthening global climate governance. The parliamentary presence in Belém was reinforced by a series of meetings promoted by the OPCC, which consolidate a regional agenda in defense of a green, inclusive, and productive transition, focused on sustainable development and social justice. COP30, the first climate conference held in the Amazon region, marks the beginning of a decisive decade for the implementation of the international commitments assumed in the Kyoto Protocol and the Paris Agreement. The summit, held last August, culminated in a Letter of Support for the COP30 presidency and the collective construction of this regional declaration. The text was elaborated with the active participation of legislators from the entire region and reaffirms the strategic role of the legislative power in formulating ambitious, lasting, and socially just climate policies. Among its main axes, it highlights interparliamentary cooperation as an essential pillar to face the challenges of climate change. It recognizes the role of interparliamentary bodies such as the Latin American and Caribbean Parliament (PARLATINO), ParlAmericas, Andean Parliament, Parlasur, and the Amazon Parliament (Parlamaz) as key platforms for political dialogue, technical cooperation, and legislative convergence.
