Brazil Presents World's First Health-Centered Climate Adaptation Plan at COP30

Belém, Brazil, November 14 (NA) -- Brazil on Thursday presented the world's first climate adaptation plan dedicated exclusively to health during the 30th Conference of the Parties (COP30) to the United Nations Framework Convention on Climate Change, being held in Belém until November 21.

In the Belém Health Action Plan document, Brazil's Ministry of Health proposes concrete measures to strengthen health systems against the effects of climate change, with special attention to the most vulnerable populations.

Brazil's Minister of Health, Alexandre Padilha, highlighted that President Luiz Inácio Lula da Silva tasked the country with making COP30 the conference of implementation and truth.

"We need a coordinated adaptation strategy that recognizes local needs and contexts and values the strength of multilateralism and international cooperation," he stated.

The international plan will be implemented across three main axes: monitoring climate and health data, building more disaster-resilient health infrastructure, and ensuring continuous care for vulnerable communities.

Padilha indicated that existing national budget resources will be used, and private and multilateral financing will be sought to implement the measures.

With the Belém Health Action Plan, Brazil seeks to place human health at the center of global climate action and promote coordinated responses to the planet's climate and health crisis.

"The challenge presented by this COP30 is one we must face together, in a true collective effort, the intertwined challenges between climate and health."

"Brazil's response is clear: it is time to move from reflection to joint action."

"In the face of an already altered climate, we have no alternative but governments and public policies that allow us to adapt and face climate change."

Furthermore, the official indicated that he led the development of the plan together with the United Kingdom, Egypt, Azerbaijan, and the United Arab Emirates, countries that make up the so-called Baku Group.
